Give this a try. Shut down the computer. Unplug the keyboard and mouse. (USB) Boot the computer then plug in the keyboard and wait for the sound and the popup to go away. Then plug in the mouse and do the same thing. Try the mouse and keyboard. Reboot and see if they still work. It's very unusual that a PS2 won't work.

First, re-seat the connections to the motherboard. Check the hidden devices in device manager for it, enable it from there if it's there. If those don't help, try another keyboard.
